Minorities comprise a tiny fraction of media owners, and continued media consolidation exacerbates existing disparities. This article examines this problem by integrating the work of Jurgen Habermas and Jacques Ellul. These theorists identify a common concern—described alternately as technicization and colonization—involving homogenization of content, loss of localism, and decreased ownership diversity. In different ways, each acknowledges the possibility that social action can make a difference. Habermas' discourse ethics provides a normative foundation for arguing on behalf of ownership diversity and policy (...) reform. Though Ellul is skeptical of institutional reform, he offers a complementary vision of concrete action on the part of local, independent community groups. While their solutions are different, we argue that both are necessary. Media reform efforts must incorporate both Habermasian and Ellulian approaches by supplementing federal regulatory reform with independent grassroots activism. A combination of such efforts is essential to the movement's success. (shrink)

Sinai, etc., should be proven to exist by the ontological argument. Indeed, when we place the one, the ontological argument, by the side of the other, the God of religious belief, there seems hardly to be any connection between them. The predictions by the Department of Energy indicate the maximum of the rate of supply of oil will be reached around 2021, but this neglects the effect of the rapid growth of China and India. It will be necessary to use coal, natural gas, nuclear power, or renewables to supplement, and, after 2021, to replace oil. If coal is used, it can be reacted with steam to produce H2, the burning of which produces only water. In lieu of an abstract, here is a brief excerpt of the content:347 THE ROLE OF PART XII IN HUME'S DIALOGUES CONCERNING NATURAL RELIGION Anyone appreciative of Hume's greatness as a philosopher will want to suppose that the Dialogues both form a coherent whole and express Hume's own views on natural religion or religion based on reason (as opposed to religion based on revelation). In the last connection, given what we know of Hume's epistemology, life, and correspondence, one would be (...) inclined to suppose that he would reject out of hand the claims of revealed religion and contend that if there existed an acceptable religion it would have to be some form of natural religion. But insofar as natural religion claimed to establish scientifically the existence and nature of God one would envisage Hume dissenting. Now as long as we restrict our gaze to Parts I-XI of the Dialogues we seem to be able, easily enough, to satisfy all these suppositions. In Part IV, under the name of 'mysticism, ' revealed religion is summarily and facetiously dismissed as 2 indistinguishable from atheism. Demea's apparently permanent departure from the discussion at the conclusion of Part XI as much as says, symbolically, that revealed religion is not a serious contender for one's belief. Its a priori arguments -- the argument from sufficient reason and the ontological argument -- are almost as shortly attacked and dismissed (D 188-192). Also quite in keeping with Hume's philosophical view on knowledge of matters of fact is, on the other hand, the lengthy and detailed examination he bestows on the empiricist argument from design. That Philo, ostensibly his spokesman, is however able to uncover all kinds of logical short-comings in its claims to scientifically 348 establish the existence and nature of God does not surprise us; it coheres perfectly with our preconceived picture of Hume the skeptic, and his system as restricting science to numbers and quantities or, in the term's looser sense, to human nature and its more immediate surroundings. In short, Parts I-XI seem to be all of one Humean whole. But at first and even second glance Part XII notoriously seems to tear our hopes to find coherence and a plausible representation of Hume to tatters. There are, for one thing, those mocking sentences that seem to paint Hume in the colors of a devout, believing Christian, 'avid' for revelation. Thus, at the end of Part XII, apparently expressing Hume's deepest convictions, Philo says that "a person, seasoned with a just sense of the imperfections of natural reason, will fly to revealed truth with the greatest avidity" and immediately afterwards, "To be a philosophical sceptic is, in a man of letters, the first and most essential step towards being a sound, believing Christian" (D 227, 228). For another thing, in Part XII Hume seems to be completely reversing his refutations in Parts I-XI of the argument from design's claims to establish the existence and nature of God. Thus, where in Part II he had Philo reject the use of causal reasoning in the establishment of a Mind as the first cause of the universe on the relevantly Humean grounds that, to do so, "it were requisite, that we had experience of the origin of worlds" (D 150), in Part XII he has Philo, apparently speaking for himself (Hume), argue that "as there are also considerable differences, we have reason to suppose a proportional difference in the causes; and in particular ought to attribute a much higher degree of power and energy to the supreme cause than any we have ever observed in mankind. 349 Here then the existence of a DEITY is plainly ascertained by reason" (D 217). Indeed, all forms of the argument of design, purely analogical as well as causal, seem resurrected in Part XII, although they were one and all hanged and buried in Parts I-XI. Moreover, it seems that in Part XII Hume via Philo is saying that science itself leads us "to acknowledge a first intelligent Author" (D 214-215). We address three fundamental questions: What does it mean for an entity to be living? What is the role of inter-organismic collaboration in evolution? What is a biological individual? Our central argument is that life arises when lineage-forming entities collaborate in metabolism. By conceiving of metabolism as a collaborative process performed by functional wholes, which are associations of a variety of lineage-forming entities, we avoid the standard tension between reproduction and metabolism in discussions of life – a tension particularly evident (...) in discussions of whether viruses are alive. Our perspective assumes no sharp distinction between life and non-life, and does not equate life exclusively with cellular or organismal status. We reach this conclusion through an analysis of the capabilities of a spectrum of biological entities, in which we include the pivotal case of viruses as well as prions, plasmids, organelles, intracellular and extracellular symbionts, unicellular and multicellular life-forms. The usual criterion for classifying many of the entities of our continuum as non-living is autonomy. This emphasis on autonomy is problematic, however, because even paradigmatic biological individuals, such as large animals, are dependent on symbiotic associations with many other organisms. These composite individuals constitute the metabolic wholes on which selection acts. Finally, our account treats cooperation and competition not as polar opposites but as points on a continuum of collaboration. We suggest that competitive relations are a transitional state, with multi-lineage metabolic wholes eventually outcompeting selfish competitors, and that this process sometimes leads to the emergence of new types or levels of wholes. Our view of life as a continuum of variably structured collaborative systems leaves open the possibility that a variety of forms of organized matter – from chemical systems to ecosystems – might be usefully understood as living entities. My final aim in this paper is to show that Descartes is not guilty, as is so often maintained, of circular argumentation in the Meditations. But first it is important to uncover and remove certain tenacious misconceptions and confusions concerning what goes on in the Meditations which lend credence to the charge of circular argumentation. In this connection Mr. Harry Frankfurt's recent article, “Memory and the Cartesian Circle,” is peculiarly instructive; for it presents not only a completely untenable defence of (...) Descartes but one that, implicitly at least, rests on the very misconceptions that give substance to the notion of a Cartesian Circle. With the intention, then, of clearing the ground for the construction of my own defence of Descartes, I shall spend the first part of this paper examining Frankfurt's central thesis, the errors contained in it, and their sources. This thesis is contained in his statement, which I shall henceforth designate by the letter “J,” “Descartes did not attempt to justify present clear and distinct perceptions.”. (shrink)

A foundation premise is the concept of 'reverse innovation' as mutual learning from the chapters challenges traditional assumptions about the construction and location of knowledge. This edited collection can be seen to facilitate global learning. This book will, hopefully, form a bridge for those countries seeking to enhance their patient safety policies. Contributors to this book challenge many supposed generalisations about human societies, including consideration of how medical care (...) is mediated within those societies and how patient safety is assured or compromised. By introducing major theories from the developing world in the book, readers are encouraged to reflect on their impact on the patient safety and the health quality debate. The development of practical patient safety policies for wider use is also encouraged. Deleuze’s film-philosophy makes much of the notion of virtual images in Bergson’s Matter and Memory ([1896] 1994), but in doing so he transforms a psycho-meta-physical thesis into a (very) unBergsonian ontological one. In this article, we will offer a corrective by exploring Bergson’s own explanation of the image as an ‘attitude of the body’ – something that projects an actual, corporeal and postural approach, not only to cinema, but also to philosophy. Indeed, just as Renoir famously said that ‘a director (...) makes only one movie in his life. Then he breaks it into pieces and makes it again’, so Bergson wrote that each philosopher only makes one ‘single point’ throughout his or her whole career. And this one point, he then declares, is like a ‘vanishing image’, only one best understood as an attitude of the body. It is an embodied image that underlies an alternative Bergsonian cinema of the actual and the body – one that we will examine through what Bergson’s has to say about ‘attitude’ as well as ‘gesture’ and ‘mime’. We will also look at it through a gestural concept enacted by a film, to be precise, the five remakes that comprise Lars von Trier’s and Jørgen Leth’s The Five Obstructions (Lars von Trier and Jørgen Leth, 2003). This will bring us back to the idea of what it is that is being remade, both by directors and philosophers, in Renoir’s ‘one film’ and Bergson’s singular ‘vanishing image’, respectively. Is the ‘one’ being remade an image understood as a representation, or is it a gesture, understood as a bodily movement? It is the latter stance that provides a wholly new and alternative view of Bergson’s philosophy of cinema. (shrink)

The absence of self in Classical litera­ture and the emergence in the eigh­teenth century of the concept of the unique and individual self asserting its existence and seeking its truth in pri­vate experience and feeling is often touched upon in cultural histories but little explained. Seeking the reasons for and the effects of the change of attitude toward one’s concept of one’s self in the “new” eighteenth-century attitude to­ward history, biography, travel litera­ture, pornography, and the novel, Lyons finds, first, that (...) the term _self _is deceptively vague. It evolved, he notes, to fill the vacuum created by doubt about the existence of the soul. Second, Lyons finds that without a concept of the self—that ineffable something in a human being that to its inventors and their followers was an abstract of pure and intuited natural laws—the revolution and romanticism of the modern age would have been very different from what it has been. More importantly, Lyons concludes that the concept led to monumental error and to bitter disappointments rooted, as his il­luminating history shows, in the im­possibility of defining that which never was. Nelson More than a dozen years ago, in the pages of The Philosophical Quarterly,1 this writer contested Sraffa and Keynes' claim, advanced in the introduction to their edition ofthe Abstract? that it was Hume and not Adam Smith (as traditionally supposed) who was the author of that work. The traditional view, which might be called the Adam Smith authorship-theory, was (...) largely inspired by and seemed nailed shut by Hume's reference to a "Mr Smith" in a letter to Francis Hutcheson, datedMarch 4, 1740.3There appeared tobe goodreasonsforidentifying this "Mr Smith" with Adam Smith and then the latter with the undivulged author of the Abstract. It was known, for instance, that previous to March 4, 1740, Adam Smith had been a student of Hutcheson's and that Hutcheson was in the habit of setting his students the task of writing abstracts of newly published philosophical works.4 Since Hutcheson had originallylooked with favor on both the Treatise and its author,5 it had to seem more than likely that he had set his students the task ofwriting an abstract ofthe newly published Treatise ofHume. It was known, too, that Adam Smith was in possession of a copy ofthe Treatise soon after the date of H.6 Who, then, might be the "Mr Smith" adverted to in H's "My Bookseller has sent to Mr Smith a Copy of my Book, which I hope he has receive, as well as your Letter," except that same student of Hutcheson's, Adam Smith? What other Smith might have been known to Hutcheson, whom Hume could have wanted to refer to? No other Smith appeared to fit the bill. But why should Hume have wanted to refer in his correspondence with Hutcheson to an obscure, sixteen-year-old student ofHutcheson's, besides going to the trouble of having his bookseller send him a copy of the Treatise, unless that student had in some way made himselfnot only known to Hume but so highly regarded that Hume would want to favor him, presumably at his own expense, with a copy ofthe Treatise? The only tenable answer had to seem to be that this same student had composed such a perceptive and laudatory précis of the Treatise for Hutcheson that the latter had shown it to Hume and Hume, in the honest attempt to excite interest and sales of that languishing work, had seen to its publication as the Abstractl These are the reasonings Volume XVII Number 1 83 JOHN O. NELSON and considerations that inspired and seemed to confirm the Adam Smith authorship-theory.7 As can be perceived, these reasonings and considerations all revolve around the reference to a "Mr Smith"in H andthe identification of that Smith with Adam Smith. When, therefore, Sraffa and Keynes in the introduction to their edition oftheAbstract pointed out that there existed another Smith who might arguably be the Mr Smith referred toin H, namely, the DubUn publisher oftwo ofHutcheson's works, John Smith "at the Philosopher's Head on the Blind Quay," its major prop being seemingly knocked out from under it, the Adam Smith authorship-theory crashed—at least in the eyes of the general world—to the ground. And in thelatter's place, various ofits supporting reasons being given a lease on life, such as Hume's well-known endeavors and desires to excite interest in this first work of his, the Hume authorship-theory, so to speak, seated itself. In my previous venture into this subject, "Has the Authorship of An Abstract ofa Treatise ofHuman Nature Really Been Decided?"8 I tried, I believe with some success, to show that Sraffa and Keynes' arguments were not so unanswerable as they were generally taken to be and that, in fact, they presented various difficulties which the traditional theory avoided. But what then occasions this new excursion into these troubled waters? What more is to be said that I did not say in "Decided"? The limited objectives of this paper are to show that A), what seem to be merely superficial incoherencies in Rorty’s preferred pragmatism [according to which, “the only constraints on inquiry are conversational ones”] really are not but B), along with every assertion of Rorty’s defining his system and its consequences, belie an intrinsic incoherency resulting from that system’s intended conflation of “correspondence truth” and “pragmatic truth.” Then C), I shall argue that should we ask of a philosophy that denies to (...) its own statements of purported fact correspondence truth what use it is, the answer has to be, “Worse than no use at all”---at least, if like Rorty’s preferred pragmatism it demonstrably concludes in the conceptual annihilation of all inquiry. This essay interrogates recent materialist monisms, be they based on contingency, eliminativism, or objective phenomenology, on account of their metaphilosophical ramifications. It is argued that certain dualities must be retained, at least nominally, in order to have any explanatory purchase and escape velocity from philosophical circularity. Dyads such as “spirit” and “matter,” “manifest” and “scientific,” “living” and “dead,” or even “illusion” and “reality” are given an immanentist reading that treats them as equal parts of the Real. Following this revisionary metaphysics (...) that reviews the meaning of such terms as optical realities, the matter–spirit couple is specifically used to explain why reality cannot appear as just one thing, even if only in virtue of the illusion of at least two things. The consequences for philosophical monisms of all types, and for anthropocentric thought in general, are then examined in the light of the ethical effects of recent attempts to explain every thing through one medium alone. In support of anderson and belnap, The author of the present paper develops a definition of entailment and argues that contingent propositions never entail necessary ones. This essay offers some lessons from the history of the United States Constitution for constitutions for emerging democracies in Eastern Europe. The United States Constitution declined in efficacy over time because special interests eroded its restraints on rent-seeking. This essay seeks to consider solutions to prevent constitutional decline. It suggests that since special interests will try to dissolve constitutional restraints, the original constitution should itself contain trigger rulers imposing new restraints when certain events occur that suggest the old restraints are (...) weakening. Thus in this essay I suggest creating constitutional provisions to spring into effect when the consequences of constitutional decline become apparent in the polity.Cet article met en avant quelques leçons puisées dans l’histoire de la constitution américaine pour les constitutions des démocraties naissantes de l’Europe Orientale. La constitution des Etats-Unis a perdu de son efficacité au fil du temps parce que les intérêts particuliers ont entamé les contraintes qui pesaient sur les activités de recherche de rente. Cet article essaye d’envisager des solutions pour contrecarrer le déclin constitutionnel. Il suggère que, puisque les intérêts particuliers essayent de dissoudre les contraintes constitutionnelles, la constitution devrait inclure, à l’origine même, des règles d’activation imposant de nouvelles contraintes quand certains évènements qui surviennent révèlent l’insuffisance des contraintes antérieures. Ainsi, dans cet article, l’auteur suggère la création de dispositions constitutionnelles qui sont activées quand les conséquences du déclin constitutionnel sont apparentes au niveau politique. Various proponents of animal rights—for example, H. J. McCloskey— maintain that while brute animals cannot have; moral rights they can have legal rights. Indeed, McCloskey himself goes so far as to maintain that even inanimate objects are able to have legal rights.1 And why should not inanimate objects be able to? After f all, for there to be a legal right is anything more required than that whatever agency is empowered to issue legal rights simply legislate or proclaim that so-and-so (...) has that legal right?
